Homemade Texas sends letter to Pasadena Health Department

On October 18, 2025, at an event in Seabrook regulated by the Pasadena Health Department, a health inspector told vendor “Sara’s Spicy Pretzels” that she was not allowed to give out samples, in direct contradiction of the sampling rules of SB 541 which went into effect on September 1, 2025.

As outlined in our letter below, if this incident is accurate as it was reported to us, it’s very concerning that not only were the local officials unaware of new legislation directly related to their job, but that when presented with a “gray area” (as they said), they chose to enforce it in a way most punitive to the cottage food producer, with no perceptive benefit to public health.
